when to change cam belt

Hi,

I have a 2003 golf sdi (turbo,no diesel)

Done 40k miles - is it advisable to change cam belt ???

Manual not clear when this is due

Also, how much should I be paying to have this done (inl new water pump)

regardless of mileage if its not had one its well due on time ..what ever you pay at a garage it will be cheaper than the damage you will get if it breaks
