1991 Passat burns as much oil as gas?

I have a 1991 passat it burns oil all the time when its warm. just enough that you can smell it. Right after you pull up to a stop light, and the engine is warm, it lets out a huge cloud of smoke. I tried disconneting the PCV system because there was a good bit of oil in the intake, but that didn't help the problem.
Any help/thouhgts would be greatly appreciated.

You sound Canadian to me, or maybe an Ozzy. Can we have the engine code please so we known which version of the petrol engine you have?
