2003 mk 1 TT Headlamp Leveling Fault

Nearside headlamp levelling motor runs continually when headlights are on. It seems to be attempting to raise the adjustment, although it is at its maximum setting. Is the motor unit removable or will it need a complete new headlamp assembly.
