abs and dash symbols

i own a t 99 1.8 turb golf and the abs does not work........didthe mk4 come with abs as standard if so the fuses are not blown and i dont know wot else i can think it could be.......also the seatbelt light with a little circle come on the dash the other day as well wot is this and why has it come on

All Golf 4’s came with ABS, it must have a fault that has been covered up by the previous owner to avoid failing the MOT.
