i have one worn tyre on my tt 3.2 quattro and have been told i need to replace all four. is this correct?

Sounds a bit suss to me. I would replace two and put the good one (if it still has good tread left) as your spare?

I believe it is due to the quattro system which requires that all the tyres have the same tread depth.

You may be able to get away with replacing two tyres on the same axle but I definitely would not replace one only.
