No instrument lights

Hi all, I have a problem with my 2001 1.9 tdi se 130 during day light driving when I insert my key in the ignition there are no instrument lights, the cluster is in darkness. Should this cluster not light up when the ignition is switched on ? The cluster will light as normal when the lights are switched on at night. How can I change this to come on when the ignition is turned on. Thanks for any help.
