I have had this error twice on my 2003 Golf IV 1.6.
In both cases this was accompanied by a misssfire.
And in both cases, it was a faulty ignition coil. £30 replacement from VW.

Both times there was the yellow engine warning and the 'Emissions workshop' error. I belive the engine is restricted when the ECU detects an error, so car was driveable but does not run well.

I think the reason for the error message is the missfire causes unburnt fuel to pass into the exhaust and causes incorrect readings at the lambda sensor, hence 'emmissions' warning.

May not be relevant, but hopefully usefull to someone.

To find the bad coil, disconnect each injector in turn while the engine is running. The one that makes no difference is the faulty one.

By using minute changes in the time between firing strokes the ECU can tell there is a misfire and calculate which is the offending cylinder. Disconnecting each injector in turn will store an injector open circuit fault code.
