Loosing Power Steering Fluid

The Bora is loosing PS fluid at a bad rate, it seems to be coming from a boot on the steering rack on the passenger side, just above the bottom arm (so hard to see and get at).

I assume there is some sort of cylinder/piston arrangement in there, so is it possible its a seal gone somewhere?

Has anyone experienced this before and if so what needed done? Please tell me its not a ball breaking rack out job which is going to cost alot!
