problem with a3 brake lights 2001 1.8t

hi there can anyone help one side is brighter than the other both have brand new same bulbs in and one seems to be a low glow and other brighter, also only one working when brake is pressed. Any help would be aprreciated as mot due soon. Thanks

One of the bulbs could be in the wrong way round.

As Kite says above...
the bulbs can be fitted upside down very easily without realising,...I did this twice before realising! DOH!;)
