A3 1.6, heater only blows out cold air

i've just got it briefly checked, and i've been told it needs a new water pump and timing belt (not a new heater matrix which would cost shitloads), however im a bit weary about this , will a new water pump and timing belt sort it out??

If you sit still and rev it does it get any warmer?

no, it stays blowin out cold air. im taking it to a local garage on monday (main dealers charge way too much) for a new water pump and timing belt, just hoping that will resolve it 'cos its been a ****in nightmare in this weather
