Possible power steering problem

Not sure if i simply need to top up my fluid (not a good sign) as my PAS is whining, not so bad normally but if you go quick ish round a few corners the noise increases. Not much of a problem but wondered what the best course of action is???????????

Do u fill PAS fluid right to the top????????
