Loose Wire ??

i have a 02 passat 130 sport i have found a thick wire under the drivers side of the dash the wire has a circle crimp on the end the wire is
covered in grey foam on testing the wire it becomes live when the heater is on every thing works
except the recirculation
can any one tell me where the wire should go :confused: :confused:

When does it become live?
When the blower is on?
What if the blower is off but the heater still on?
Does the voltage change with blower speed?

I suspect the air recirc flap actuator has failed and makes an anoying ticking noise, taking this wire off has cured it!!
