Should toolkit/jack be secured?

Hi All

I've just picked up a 54 plate Passat. I notice the jack and tool kit are not secured, they're just sitting inside the spare wheel. Is this normal?

I think they should go behind the flap on the passenger side of the boot, below the CD changer shelves, along with a warning triangle.

.. there's a storage slot to the left of the spare wheel area just below the storage in the photo above.... that's where the jack is kept on mine

I Carry A Wheel Brace And A Bottle Jack , The Stock Jacks And Wheel Brace Are Usually Rubbish .

Mines In The Slotted Area Left Of The Spare Wheel Also.
