brown specks under yellow paint

can anyone help. i have 99 bora in met yellow,overall paint is very good apart from bonnet where there small brown specks in the paint. iv'e clayed the car & all is excellent apart from bonnet which is noticebly doller & difficult to buff (by hand) the brown specks are still there. does anyone have any ideas? thanks for looking.
