need help remove the bottom main pully

want to install the timing belt of jetta 96 obd2 2.0L.can any one tell me how to remove the crank pulley/balancer.i open the 4 bolt which is on the pully and like to know do i need to open the 19mm bolt too which is in the middel.is there any trick to remove the crank pulley/balancer?

The 4 allen bolts and it should be off.

i tryed to remove the pully its not comming out its badly jamed is there any way to take it out?
