Having taken delivery of a A4 Avant 2.0TDI 170 BHP in November
I am now having a few problems.
The colour is Quartz Grey, why can they not make the bumpers
the same colour as the rest of the Car. My Audi dealer and a Audi
Paint specialist claim that it is because the bumpers are plastic and
the rest of the car is steel. Has anyone else had any success sorting
out this problem. I have read that Audi have had some problems with
Quartz Grey with the paint being "zebra zoned" whatever that means.

Hi

The reason why the paint is a different colour is due to one been on Metal and the other on Plastic..
This is because a special process has to be used when painting modern plastic components and this involves using a flexi-aid and additives in the paint to prevent it cracking when the part bends.
This results from the paint appearing a different shade.. This is like this on every audi… Silver / Blue / Red are the colours you can notice this the most on… on the back wings to the bumpers…
If you take a trip to your local audi garage and have a look you will see..

Silver is one of the most difficult to do...even Audi themselves can't make the painted plastic and the painted sheet metal match exactly.

I had some s4 door blades and my rockers paint matched to amulet red, and I couldn't tell it didn't come that way. Matched extremely well!

Matching black is extremely difficult, I have never seen it done....I have seen it close, but not on the money.

This issue you are talking about is the same in any case with any car, and brand. You can avoid these issues by buying a different color, or you can pay a painter to try and mix a darker or lighter batch based off the original color mix. Get your wallet ready for that though.
