1995 polo failed mot on emissions is it running rich???

I have a 95 vw polo 1.3 just had a full service and has been for an mot and failed on fast idle test for high emissions i was told by the mehcanic to put some fuel system claener in the tank i have done this. but i think the car may be running rich because when the car is started from cold you can smell petrol car will be going in for a re test new few of days or dose a sensor need replacing or is somthing else the problem

It could be 1 of many sensors or the catalytic converter. Have you got the emmisions printout? if so post the results on here.

no i do not have the test resaults
