vw transporter smoking

i wounder if any 1 can help. got a w plate vw transporter 1.9 td the early engine. smoking heavy under load. over fueling not oil. timing marks and pump timing all ok. is there any other adjustment on the pump or any other ideas or im i fighting a loosing battle!!! its not the air flow meter cause it aint got 1 due to it being the early engine. many thanks

I think the first thing you should try was to have the injectors tested,and when they are removed i would have a compression test.
