Simple question

Hi everyone.
Just bought a t4 Transporter and am hoping someone can tell me what the button on the dash "+" beside the handbrake light button is for.

I've pushed it in and doesn't appear to do anything.

The accelerator pedal seems very stiff as well. Is this normal?
