Turbo whizz common?

Hello to you all,

I just bought a Y-reg mrk4 golf. It makes a strange whizz sound. I was told it might be the turbo. I am wondering if anyone knows a vw turbo specialist or a good garage to be trusted in london, or even east london?

Has anyone heard of a mark4 golf making a whizz sound before. Is it maybe a common sound of some turbos?
