Shutter on braking

I have a 1800 Golf mrk1 1984. When applying brakes the steering wheel and front wheels vibrate until you come to a stop. I have checked all wheel nuts and drive shafts is tight, any other suggestions what could cause this vibration?

Have you checked the discs in case they are warped? Can you feel this shudder as a 'pulse' through the brake pedal?

The disc's and pads was replaced by me about 8 months ago. I have replaced the brake pads again and it solved the problem, although the brake pads still had about 30-40% lining on it, it was full of cracks. I think it was caused by overheating. My next step will be to fit ventilated disc's to prevent this problem from re-acuring.
