1991 Golf Driver 1.6

Hi I have a 1.6 golf driver and im looking to sort it out. At the moment the car is off the road but I am looking at sorting out the carb or choke. The car currently has some weird manual choke conversion on, what looks like to me, the original pierburg carb choke system. On cold days the car will start with the choke on but I have to accelerate to keep it going the choke doesn't seem to do the job. Once warm the car is fine with the choke off. Maybe that rubber seal in the manifold I hear everyone talk about is causing the problem I did buy a replacement seal some time ago.

Would it be recommended to fit a weber conversion as people on here say or just fix the 2e2 with the manual conversion?
