i have a 2000 1.9 tdi and had the same problem..

i started by having the airflow meter changed.. sorted nowt!
then i had 3 out of 4 glow plugs changed.. sorted nowt again!
finally i had the turbo changed.. sorted everything!

a pricey fix.. luckily my car was under warranty ;)

hope this helps without worrying anyone too much.. good luck
