hi can a n75 stop a car from starting cold on a 1.9 TDI PASSAT 1996 ?????????? and is a turbowaste regulating valve the same part number or term name used for this part this is a n75 picture of the part .

The answer is no.

The start of the procedure to determine whether or not the Wastegate Bypass Regulator Valve -N75 is bad is disconnecting the N75 and starting the engine.
The source of my information is the Bentley manual (section 21). So...your no start problem is somewhere else.

Correct. A N75 will not interfear with starting.

HOWEVER, the anti shudder valve sticking will. If you have it, it looks like the throttle, on the manifold. Make sure it hasn't stuck in the 'shut' position. You can operate it manually and it should spring to 'open'. It shuts when you switch off the engine and once the engine is stopped, it should spring back.
