no low beams or running lights

I'm wondering if anyone else has had this problem. I have a 2004 Passat1.8L and my running lights don't work when I start the ending. But they come on when I turn on my headlights, but then the low beams don't work. I don't have any headlights at the first stop of the headlight switch, just the running lights. No side lights or taillights, either. But if I turn on the high beams, I get the high beams and the tail lights and side lights.

Everything else works. Fuses seem fine. Does anyone have any suggestions?

I dont now if this will help but get someone to check if both reversing lights are working, sounds crazy but I had a conversation with a bloke down the pub who had a similar problem with a Golf and he said that when he changed the reversing light bulb it cured the snag.

Thanks for the info. I checked and I have one side light out. I won't have time to change it for another week or two, but when I do, I'll let you know if a burnt out bulb caused this.
