Coolant hoses

Would I be right it thinking that all water hoses should be hot, the temp gauge is taking its time to reach 90 Deg if at all and the hose from the thermostat housing to the rad is cold.
New stat required?

Sorry its a 96 1.4 Golf.

Will it be safe to drive until fixed?

Yes it should be fine.

And yes most likely the thermostat.
