Cold starting

I am having a few problems with starting in the morning and when cold, car struggles to start with out touching the pedal and if I do touch the pedal it wont start, there is also a smell of petrol.
The car is a 96 1.4 injection, I am thinking cold start sensor that would inject more fuel when cold not working.
I ve just had new water pump and thermostat and this sensor was removed to drain the water from the system.
I think I am on the right track but any advise would be welcome.

Possibly the coolant temp sensor but get a fault code read done to confirm this.
