Front Suspension VW Golf Mark IV 2000

I have a feeling that the front suspension seems low or too low. Is there a set height it should be ??? The space between the top of the tyres and the wheel arch is very very narrow. Can anyone advise ???

Ive got a mk4 gttdi 2000 and the front of my car is quite low is well
most of them are like that at that age the shocks on mine are completely useless and need to be changed.:p
