1993 Passat Start Problem

Hey. I own a 1993 3.0L Diesel Passat.
Recently it hasn't been starting.
The starter turns over, and it sounds like it's trying to start.
I changed all 4 glow plugs. Still same problem.
What else could be causing the problem?

Hi, I have a '93 1600 Tdi. Had a bad experience of trouble starting/not starting a couple of years ago. Replace most things to with the starting but missed the large fuse that sits in a small plastic box attached to at the back of the engine compartment, in the middle in plan view. It wasn't in the Haynes but was told by vw mechanic, replaced in 2 mins felt stupid but had a revamped starting system.
