Cold starting probs on Polo Diesel

After a recent service during which the timing belt and fuel filter were
changed,my 98 Polo 1.9 Diesel will only start after three attempts.
The glow plug indicators are working and it starts first time when warmed
up and drives perfectly well once going.Any ideas?

Maybe the glow plugs are not working as they should? not sure if either of the items changed wouls cause this, unless the timing is out slightly, or the fuel filter is restricting flow of fuel (this would not explain it startin when warm though)
