It comes from a mixture of very slight turbo oil loss via the seals, mixing with EGR deposits and tiny specs of dirt that evade the air filter. It comes off when the valves are polished up on a wire wheel but wear a mask as the dust is not pleasant. When you put it back together, having the EGR turned off will reduce build up tremendously.

Oil vapour is also refed into your air intake from the crank case vent this+soot from the egr valve coats your intake manifold and ports etc in that gunge you can probably see. You can block off the egr at the exhaust manifold with a plate and either filter the CCV vapour or just put a pipe on it and dangle it somwhere away from harm you will need to block off the hole where it connects to your intake though so it doesnt suck in anything. This will stop it happening again, however it is possibly illegal.

You can also decrease or even turn off the EGR for a VEP TDI using something like VAG-COM but it is, technically speaking, a little naughty, as you point out.
