54 plate golf cooling fan

Hi all,

my cousins cooling fan comes on most of the time and stays on while the engine is off and the car is locked only the big single one stays on the 2nd fan never seems to come on, does anybody know how i could narrow down the fault, and does anybody know what voltages should be coming down the fan plug and what they do? (4 wires)

Hi sorry probably didnt make it very clear its running all the time even with the ignition off and before the engine is at operating temp
