Had timing belt changed at local skoda dealers, since it's been done the glow plug pre-heat does not work. coolant sensor and relay for glow plug control changed, made no differance. when engine cold, pre-heat light goes off instantly, had a diagnostic check done at local auto-electricion and shows no fault. Help

Hi, this is normal, as the glow plug light only comes on when the outside temp is under 5 degrees celsius and its stays on longer as the temp decrease. Whats is the problem, bad start, rough idling ?

Very difficult to start from cold, this problem has started since belt changed, another skoda dealer has said that inj pump timing could be out as a result of belt change, I can't understand how a mechanical setting fault could influence the electronic timing duration for glow plugs

The mechanical timing would have no effect on the heater plugs at all. The heater plugs only activate below 5 degrees celcius, therefore the warning light/relay will not activate until it gets bloody cold. If, however, the mechanic has not set the pump timing correctly then the engine may not start properly, or run rough. It's worth checking the fuel lines from the filter to the pump because they have to be moved to get to the belt, and it's very easy to damage the pipe clips, resulting in air leaks!

The problem will be just pinning the belt up, instead of using computer to set fine timing. Likely it's too far retarded, will run okayish when running due to computer compensating, but when cranking the basic setting is too far off. Take it back or go elsewhere, unless you have vag-com and are competent in using it.
