i hear and constant whining from under the car just by rear wheels drivers side

When ignition is on? Could be the fuel pump, but as I said in a previous post i'm not very well up on the gti
If it is, there must be a pressure loss somewhere, the pump should run til the fuel pressure is at a preset value then cut out (Unless the car is running)

If it's only when the car is running then this is normal.

It is the fuel pump and it quite normal for a MK1 GTI cab (there was never a MK2) The injection system on a MK1 is the Bosch Jettronic and it pumps 90% of the fuel around the system unused, the pump works very hard;) The fuel injection system is an electro-mechanical system unlike the later injection systems on the MK2 Gti's

cheers for that is it normal for the fuel pump to whine that loud though? (Mk1 got it...lol)

My pump was brand new and it whined alwaya. its right in front of the rear drivers wheel so not far from you. ;)

apparently the temp gauge at normal is halfway up mine rises to first line when it gets to secound thats when it normally stalls sometimes before basically no long journeys but running from cold road animal

The more you explain this the more i think electrical. the needle should be straight up whrn tunning at normal. does the LED blink in the temp gauge at all?

yes it does initially then stps but needle still does not go up to centre
