LAWS of wheel spacers

ive searched many places for the answer to this question and i hope somebody here has the answer.

if i where to put wheel spacers on to my golf would i have to put wheel arches onto the car as well?also are there any other 'laws' on wheel spacers?

sorry if this has already been asked i searched the forum and couldn't see it anywhere so i decided to ask.

I've spaced all 4 wheels on my car by 15mm on eibach hubcentrics. Had no issues yet, although it's yet to go through an MOT.

I don't think spacers are illegal, but if your wheels protrude from the arches then that is a MOT failure.
