Wiper and Horn not switching off!

hey all im having a big issue with my audi a4 1.9tdi. all the electrics were goin crazy like the lights comin on and off, the wipers dont switch off and the horn goes off wen it feels like so i went to a garage and found water in the fuse box area about 4 litres worth near the brake pedal too although they didnt hav a clue where all the water came from.

the garage got em cleaned and dried but the wipers and horn hasnt been sorted out so i removed the fuses

i need to ask how can i fix this the mechanic said only audi can sort it out by resetting the ECU? is that true?

Try drying out the Ecu box gently with a hairdryer.
The bulkhead drains are blocked.
Under the battery and the brake servo, clean them out.

the water has been drained out and the area was dried up by the mechanic. ill check out the ecu box tom but i think the damage is already done

my centre control module is messed up need a new one to replace
