Were ECU's coded back in 1994?

In 1994 did VW code the ECU to the car??

Can I use another ECU from another 2E-engined Passat (or from a 2E-engined Golf GTi) to get mine going??

You would need to adapt it to immobiliser

in basic setting the Digifant control unit is matched to the throttle valve potentiometer at idling speed

It depends on the ECU number, 94 is when immobilisers were just being introduced.
