Xenon bulbs

Are Xenon bulbs illegal ? My mate said his MOT tester said that they might be illegal as they give of a blue ish tinge, any ideas if this is true :confused:

DFT regulations state that HID Bulbs are not legal if not comply with this data sheet, however they are not picked up on MOT tests.
