I have just bought a 1999 Passat 1.8 petrol, engine code ADR.

It runs nice but for one small issue. I have noticed that when I start the car its goes straight to 900 revs and dies unless I give it some revs until it warms up.

When I had my Audi A4 it would start straight away from cold without gas and shoot to about 1300 revs until warm and settled.

Could it be the Thermo Switch/Auto Choke being faulty? If so is it a hard and expensive job to remedy?

There is no choke or thermo-switch on any fuel injected car and all cars had to be fuel injected from 1994 on.

The most likely problem is the throttle body which needs thoroughly cleaning inside and then adapting (using a computer or diagnostic machine). Have a search for "throttle body adaptation".
